My speedometer doesn't work. 96 Subaru?

okay, have 96 subaru legacy outback. speedometer doesn't work. i've tried replacing dashboard display(with gauges) twice , have replaced speed sensor on transmission. have replaced fuses not know why speedometer not work. if knows how fix or things troubleshoot please answer here or send me email. thank
