these technical jargon. in other words, phrases expressed in simpler terms. example of technical jargon sanitation engineer, more attractive way of saying janitor.

(1) intensive prevention strategies = vigorous plans prevent happening or not happening.
(2) comprehensive health strategy = complete methods , plans promote health.
(3) high risk , chronic sub groups = (this totally convoluted!) anyway, i'll attempt decipher one. subordinate group deals high risk (taking gamble on seemingly has little or no chance of success), , chronic = long-lasting.
(4) supportive housing services = helpful services support housing
(5) affordable housing = housing fits within financial means of living.

-comprehensive health strategy
-high risk , chronic sub groups
