Why does my dog attack other bitches?

2 year old ***** has go on lead on park because attack other dogs,mostly other girl dogs.she socialized puppy,has never been mistreated,has plenty of excercise etc,but got bad scared let run free unless can see miles around , there no other dogs.she never real damage,no blood or real harm has been done, few scratches , small cuts,but cant seem stop her. have dog 1.5 years old,is trained,doesnt wear lead,doesnt fight,and have raised them both same way.its baffling me? ideas people on why , how can stop her?
