Why is the EU targeting hedge funds?

knows, investment sectors of banks caused, or @ least exacerbated, credit crisis , recession, yet week eu have come plan (supported france , germany - 2 countries won't effected) make hedge fund managers etc. apply expensive licences in order work in each eu country. predicted result of hedge funds (80% of based in london) moving switzerland , dubai, , taking profit , taxes generate them.

considering a) hedge funds had little recession , b) need taxes etc. can extract ourselves deficit crisis, why on earth eu persisting in frankly damaging action? can't understand why want make europe less competitive , less attractive, when number of countries in europe rely on financial sector rather heavily.
