Question about people selling ultralight aircrafts?

each type of aircraft has own rules such number of seats, amount of fuel , weight, etc. example powered parachute 2 seats , on 5 gallons of gas must have n number , flown under light sport aircraft rules, single seat , less 5 gallons of gas not require sport pilot license.

it says ultralight aircrafts, don't meet government specs legally flown ultralight. need pilots license fly these or there i'm missing?
