Where to live in the Norfolk area of VA?

husband in military , being reassigned uss george w. bush stationed in norfolk, va. wondering best area live. dont want have long commute, dont want live in bad area of town. not have kids, school zones wil have no effect on our plans. have 2 dogs, area/apartment complex must pet friendly. please in anyway can. not opposed living in government housing, know pros , cons of both options! thank you!
