How does duty tax work on online orders?

ordered watch online, website said "no sales tax worldwide!". i'm assuming because based in oregon. when went checkout, ended paying 25.00 shipping, purchase came 125.00. i'm curious (because live in canada) have pay duty before recieve item? provincial / government tax live 12%, have pay 12$? or drop off item?
