Is there a place in the united states to hunt/fish legally without a license?

i've never seen place hunting (other native americans) free , legal, fishing can be. when lived in north carolina allowed fish without license in own county fish didn't require additional (tax) stamp (i.e. trout) , had use "natural", live bait (minnows, crickets, worms, etc.). had have license if left county. not of salt water fisherman know fish beach in ocean off nc coast free well.

when lived in michigan in late 70's hunt or fish free active duty miliatry copy of leave papers (in other words, leave papers accepted valid license). think that's least states can our fine military , counted great privilege--one of took advantage!
