Why is my paint bubbling?

-

1 coat oil based paint , other water based paint,older paints tend oil based(colour mixed oil etc)newer paint tends water based(colour mixed water etc) or ceiling should have been washed sugar soap before painting if near kitchen cooking carried out.

i've painted ceiling in relatives house , after 20 minutes started bubbling (one coat).
used cheap paint b&q have caused it. should note done in warm , stuffy environment have contributed it?
