Adoption costs? financial help?

here's story: 28, unable have kids, "lower middle class" earner, own struggling small salon @ time looking job/career. tried adopt through oklahoma department of humane services, and/or try foster; took classes, had house checked, did required boyfriend , moved in together, , tell cannot foster or adopt; neither of have criminal background, both educated , gainfully employed, pay our taxes, not drugs, etc etc.. our case worker said our living thing standing in our way not wish marry, ever. caseworker suggested adoption agencies, of them @ have outrageous prices , fees. know of way around fees or how or financial funding of sort, talked bank , had nothing tell me, said didn't "loans" type of thing.
desperate, want family horribly, may not off finacially believe can afford of neccesites of raising child plus , have supportive family , friend circle. hope has advice.... please!
