How can a poor country like India afford to host Commonwealth Games?

when there unemployment,poverty why don't government of india -
1)spend unemployed youths , give them unemployment funds,?
2) try remove beggars streets giving them shelter or food (at least short period)?
instead of spending on guests foreign countries in such luxurious hotels->divert same amount spend remove beggars,poverty , giving jobs unemployed
