How to prevent whitheads and dry skin?

whenever period, skin around mouth gets really dry (to point if open mouth wide skin cracks) , bunch of whiteheads. how can prevent this? skin oily in t-zone , kindaish dry in cheeks (but nothing moisturizer can't fix) when not on period. have relatively clear skin until stupid time of month. oh, , 14 not want take birth control.
