If the Federal government's only job is defence than what does the general welfare clause mean?

have asked directly conservative friends @ our woman's bible study when bush president .
best come road construction , defending country. did not support public school system though kids go public school .
isn't ironic though when republicans in power roads / bridges not in repair . usa has serious infrastructure problems ?
, republicans in office proved general welfare approve of giving welfare big corporations ( multinational ) via our hard earned tax money.
republicans / conservatives not care welfare of our own people . yet care big money , welfare of multinational corporations .
, top off fail realize welfare no longer exists on federal level need .
since both political parties tax - republicans tax every day working persons pay checks , give big money breaks .and turn around , lie .
not these people . because people government in country .

and imposts?

article i, section 8 of u. s. constitution grants congress power "lay , collect taxes, duties, imposts, , excises, pay debts , provide common defense , general welfare of united states
