Financial aid questions!?!?

ok, have lived in state of virginia 4 years. year ago mom voluntarily moved peru result of immmigration issues. moved in friend didn't change address @ school because ask proof of address change , have show let them know im not living mom.
first question: legal 17 year old live without parents( still sends money)
2nd question: i'm applying colleges , need taxes mom( files in peru, in case, won't consider me legal resident of virginia since isn't here)
3rd question: how can prove legal resident?
4th question: do, should become emancipated?
5th question: or should make sister legal guardian? doesn't work doesn't file taxes 22. allowed, , if is, still financial aid since doesn't have job? in college

please suggestions helpful. ii can't afford call lawyer , ask this.
