Out of state college? Lived in CA, left CA. HELP!?

i'm junior in high school, time applying college around corner. moved washington state , plan on finishing senior year of high school here (meaning going lose ca residency); although, wish go university in california. not receiving moral support home me going out of state college, while have friends going off college tell me go it. know out of-state-tuition alone possibly tripled. know there ways around money situation such scholarships, financial aid, , if comes down it, loans, don't want on head in depth before chance establish career. want know is, how realistic chances college in ca 3.83 avg. gpa, 3-4 ap classes, 100 hours of community service, involvement in leadership classes, and, (i'm hoping) mind-blowing personal statement? or, "wiser" me stay in wa after high school , finish college years here, though wish establish , continue career in ca???
