What should the U.S. government provide as part of the general welfare of it citizens?

have been 3 tea party rallies because when possible see things myself instead of relying on media interpretations. 3 different there things common. of them went on , on general welfare not.
(on side note not 1 of them displayed signs of racism or made me feel unwelcome.)
