Can a 10 year-old earn a legitimate black belt?

can speak experience in judo. answer no. in judo, hold black belt student must able perform chokes , joint locks, not taught ten year-olds. simple fact why don't see young black belts in judo. martial arts focus more on forms , ten year old proficient , forms , 1 argue have earned legitimate black belt. disagree don't make rules. beating him up...i suppose don't want to. have ten year old son. rough house little , has hit me close full force , haven't been hurt bad. place , timed hit possibly stop me know serious damage him if ever hit him full force. in real fight, regardless of training, you'd win, please not go , try it.

there's martial-arts place near apartment , saw 10 year-old kid black belt. possible 10 year-old legitimate black belt? also, think beat him (i'm 20 no martial arts training)?
