School district or quality of life?

ok, know 2 go hand in hand , believe true.

stuck on live based on school districts, weather, , commute.

option 1;
school district pretty low (not bottom of barrel few rungs above, 2 or 3 stars out of ten let's say)
commute both mine , husband's jobs 15 minutes
weather great (usually in 60's 70's of year)

option 2:
school district pretty high (8 10 stars out of ten)
commute longer (40 minutes each of us; , i'll mention work part time too)
in 70's 80's tempwise, hot me, , gets in 100's in summer

think best live in better school district, if longer commutes , higher temps make crabby worth it?

1 more situation tag-team now, husband works 6am-2:30 , work 3:15 until 7:15 1 of our almost-two-year-old @ times save on childcare. if moved work 5am-1:30 come in time me make in work more or less usual schedule, means getting earlier of course.
