Why has the development of new military aircraft slowed down almost completely?

new models used developed quite compared today. since 1990 f-22 , f-35 have been put production(am correct?). why has development slowed compare when these aircraft put out; f-100, f-86, f-104, f-102, f-105, f-107,f-117, f-14, f-15, f-16, f-18, f-20(f-5), f-22, f-35, it. happened? money? no need aircraft? has industry suffered because of or have been able keep jobs developing upgrades , 'accessories' modern aircraft.
