May boat passengers drink any alcohol? Is this illegal? (Ontario)?

no... can not drink alcohol while underway, , yes illegal - , canada vigorously enforcing new law.

ontario liquor license act:
sec. 32 (3) no person shall operate or have care or control of boat underway while there contained in boat liquor except follows:

illegal transport beverage alcohol in boat unless beverage alcohol in container unopened , seal unbroken, or unless beverage alcohol packaged in baggage fastened closed or not otherwise readily available in vehicle. in boat, beverage alcohol must stored in closed compartment

exception: boat permanent sleeping accommodations , permanent cooking , sanitary facilities, other boat used carry passengers hire, considered private place of residence. broken seal containers permitted, however, consumption of beverage alcohol person on board permitted while boat @ anchor or secured dock or land.
