How do i paint over red gloss paint?

got council flat.
not been badly decorated whoever lived there last, apart in kitchen walls have been painted in bright red gloss paint.
looks angry , dark , not want kitchen that.
cant understand why used gloss paint , not normal emulsion.

best way paint on it?
need line first or use base coat of kind?

idealy kitchen walls light yellow/gold colour.
