Border Collie afraid of other dogs?

border collie puppy 9 months old. people not other dogs. today took out public dog park , hesitant play other dogs. took frisbee because favorite toy. @ our local field runs after possessed. today not go more 5 steps before looked see other dogs were. snarled @ dog when went go pick frisbee. whole hour stood right next me waiting me throw frisbee while other dogs playing each other. wondering whether afraid of other dogs or wanted play frisbee.
