What would it take for the United States to change over to a Flat Tax?

know flat tax has been discussed here before. however, still have questions. despite opposition, large majority of population thinks flat tax idea. acknowledging following points; inability of our government change obsolete, , mismanaged ineffective. wealthy , wealthy want keep current tax system. , lastly, average american not change not handed them. why not change flat tax?
