Every time a truck passes, my monitor swims. Why?

live in basement apartment right on alley. every time truck goes down alley, picture area on (tube) monitor little dip , roll. what's on screen stays clear, entire active area of screen seems has momentarily become untethered.

@ first thought kind of synesthesia, other sounds don't cause movement, , happens when i'm listening headphones. know it's not in head, why happen? should worried either computer or monitor?
