What if taxes were based on productivity?

lets say, want money available allocated in more effective manner.

more productive, given quantitative scale, taxed less unproductive. how assigned beyond scope of question idea if bum , hardly worked, taxed more works hard (based on abilities obviously). these people helping progress of united states , keeping more of income result of hard work. isn't america should about? getting rewarded hard work?

(this have possibility of taxing people within income bracket)
