Staring up a photography business?

graduated high school , have 2 friends become "team." i'm not going start anytime still trying invest in better equipments, question how start legal photography business? need sort of paperwork done , certificate in photography or something? how charge clients? photography hobby of mine until realized life destined around art. want gather information can before start opening business.
