Subaru has gas smell in cab / slow to fill tank?

hello, have couple issues. 1 when go fill gas tank in 2001 subaru impreza 2.5 rs, sedan, have fill slowly, or pump kicks off. annoying. second problem, believe result of slow filling, have found gas has somehow entered rear driver-side seat. removed lower cushion find having strong gas smell in car after had overfilled tank while raining...not being able hear gas spewing out of car. must have been pumping slow auto shutoff on pump. anyways, see there line runs across whole bottom length of seat, not sure is, @ point of wetness gas, there worn spot rust in black coated flexible line. weep line gas cap area? guess if can give me idea on slow filling, , give me answers on line is, if culprit, , maybe if has way of removing residual gas has soaked sound deadening rubber, awesome. thanks!
