Can an imcome tax preparer steal part your imcome tax refund?

give copy of tax return has refund amount on it. also, refund can deposited single account. wary of preparer pays refund directly, rather having gov't pay you. unless signed service advance refuned you. in case, have signed agreement keep % of refund loan fee.
