Is it worth making this underwater condo my primary residence?

condo 65k underwater. renting out past few years it's empty. live , work 4 hours away. i'm thinking of moving condo , declaring primary residence , commuting work 4 days week. know that's crazy property foreclosed on either bank or hoa within few months if don't try something.

worth hassle of moving there, doing loan modification, , keeping primary residence @ least year? or should keep hands , let them move along foreclosure?
