Why does china still not have a single aircraft carrier?

during period of ww2, countries france, brain, japan , united states boasted aircraft carriers. china still not have aircraft carriers. think after decades of development, countries should have succeeded in taking military powers new levels, including china, then, why china still without aircraft carriers. news says china has started manufacturing aircraft carriers. if so, why didn't until now? because china didn't have capacity manufacture of aircraft carriers top military powers had seventy years ago? or because of other reasons? how many aircraft carriers think china capable of producing if determined it?
