Spray painting a painted metal surface....?

15 years of bodywork says no. if down bear metal, use tape , cover area close scratch possible, put primer on q-tip cover scratch, small touch matching paint bottle dealer or shop, put on, wait 1/2 hour, , clear nail polish. not wet sand it. if "covered up" when wax it, keep waxing once , while prevent rust.

is there way fill in scratches of painted surface without removing original paint? want wet sand surface glossy after painted.
