Can flaky, dry skin cause clogged pores?

hi. oily skin in summer, dry flaky skin in winter (so skin affected air humidity or lack there of). anyway, thought maybe had clogged pores , blackheads because of oily skin or moisturizers, i'm wondering, can flaky dry skin cause too? know sure skin gets oily moisturizers oil in them, don't know if gets blackheads it.
