How do i remove paint from a wheel that has already been painted?

repainting wheels since have shipped lot on winter. did 2 , came out great. however, last 2 giving me lot of grief. when sprayed on them , paint began crack , bubble in areas. no matter how thick lay try , flow, still cracks. cleaned wheels alcohol thinking there might oils on it. no difference, tried lacquer thinner, nothing. tried paint stripper remove , start fresh, when went wipe off, there sticky residue left on , didnt remove , cant sticky off.
