Do professionals who work in the financial sector own the majority of stock in financial companies inDOW/FTSE?

more specific, professionals work in financial sector (as opposed other sectors e.g. medical) own majority of shares in companies involved in financial services? if not majority, these individuals (e.g. bankers) have greater proportional share of stock in financial services other professionals?

if so, wouldn't increased regulation on banking cause fall in share price of banking/ financial services companies (since these professionals know they're going make less profits less risky ventures) resulting in crash in global economy , stock market?

on other hand, keeping status quo encourages credit crunch style crisis develop once more , hence deepen misery people unrelated sector?

(i fear might talking rubbish), fact whatever outcome, neither policy of regualtion or deregualtion benefit average jo?

thanks
