Is an intersection in the URL disadvantageous for SEO?

google algorithms dont read folders pages. like, 1 campany can have more 2 websites on same hosting plan. if credibility of server good, there no disadvantage of hosting sites in single folder.

http://www.seoconsultant.net

if website exists of many urls part of same folder, example:

domain.com/english/ or domain.com/french/

search engines see pages belonging 1 folder 1 page?

in other words: disadvantageous purposes of seo?
