Correct SEO? Same Title On All Pages and Tags?

trying optimize term baking tips
every news article on website i'm writing articles is:

<!doctype html public "-//w3c//dtd html 4.01 transitional//en" "http://www.w3.org/tr/html4/loose.dtd">
<html>
<head>
<title>2010 baking tips</title>
<meta name='description' content='baking tips' />
<meta name='keywords' content='baked goods, baking tips' />
<link rel='stylesheet' type='text/css'

think google penalize having same title on every page , title should different each article , mention keywords relevant in article.

other tips awesome!

our directories setup as:

/2010/products/bakingtrays/tray_thepro...

bake pie if can out!

</li>
<li><a href="/2010/baking team/team.php"><b>team</b></a>
</li>
<li><b>news</b>
<ul class="sub_menu">

<li><a href="/2010/news/breaking_news.php">brea... news</a></li>
<li><a href="/2010/news/team_news.php">team news</a></li>
<li><a href="/2010/news/product_news.php">produ... news</a></li>
<!--<li><a href="">event calendar</a></li>-->

should these titles , directories stuffed keyword "baking tips"?
