Question about flying on a regional aircraft?

in few months, flying on regional jet first time. saw video on youtube of passengers boarding one, , left luggage on cart outside aircraft before boarded. question..is luggage have carried on? because it's regional jet, it's big carried on? appeared have red tags hanging them.. i'll flying on united express operated skywest, if helps.. i'm afraid won't know when there..will make announcement need leave them?
