2005 Subaru Outback headlight problem...?

have 2005 subaru outback, , i'm having headlight problems. left front headlight went out, replaced pair. left still doesn't work while on low beam setting, work on high beam (brights). can't find short in wiring, , need know problem before take shop fix. help?

need know if on '05 outback if fuse headlight controls both low , high beam or not.
