Why put water into the boat?

went out fishing friend on weekend on boston whaler. when water started getting choppy, started putting buckets of sea water boat! added 40 gallons of water filling under deck. i've never seen before , started getting nervous this. caused boat sit lower in water. asked him , told me stabilize boat in chop. what??? seemed me took more water on bow , sides motored in rough water. true? , other boaters use "wacked out" method? don't think i'll going out him again.
