Would a Chapter 13 be appropriate?

in parent's marriage father took care of finances. part mom knew how in checking , savings accounts. father passed away in may , mom received statement in mail collections agency concerning credit card dad got in 1995 , apparently never paid on. far mom knew didn't have credit cards. original amount charged $6,000 , has grown $17,000 beast on last 15 years. collections agency has dropped interest rate on credit card 0% , wants pay $300.00 month 56 months. problem don't think clears $10,000 annually full time job spends small fortune on driving in first place , on top of sister (who not working) , son live her. luckily, not have mortgage or car payment (though trailer falling apart , truck has on 200,000 miles on it) don't know if dad had other financial surprises us.
