engine off, have operate throttle pedal in various open positions while inside car , observe throttle body. has floor mat slid under throttle pedal limit travel? (common) cable linkage kinking because throttle body stopping partway (rare)? or did cable linkage skip off of cam? or, occurs, did little rubber stopper on cable linkage 12 mm adjusters work way off onto cable , binding on cam cable runs around , stopping full travel?
