1999 Volkswagen Passat Issues...HELP!?

have car has given me problems since parents bought me 2 years ago! but, i'm going tell immediate problem. car sluggish , had problems accelerating @ times, after put gas in car. so, fuel pump placed, fuel filter replaced, , pressure thing (my dad trying explain me) fixed well. but, after of @ times car still sluggish , has problems accelerating. point when rpm drops , hesitates accelerate right afterwards, have turn car off , turn on , operates normally. me!
