Why is my tattoo sooo dry?

ok, tattoo has flaked.. looks dry , maybe little shiny. not healed yet. tattoo goo not healing tattoos, tattoos healed , has spf in it. should using non scented water based lotion, recommend h2ocean, not every tattoo shop has that, lubriderm, curel, keri... things best. dont scratch tattoo, healed!

ive had tattoo on week now. can see newbie : ) no longer scabbed or itchy, dry. moisturiser recommend? ive been told not use e45.
