What material can represent fog in sculpture?

im trying make cloud-like structure , inside have obeject in can seen (so more fog), tried cotton doesn't quite work, i'm thinking use see-through material such glass or plastic , place object inside , add fog properties working on surface of glass.

there better ideas on how make fog?
