How to you file a tax return for a person who works outside of the US?

i'd ask how file u.s. individual income tax return person working outside of united states.
friend's family have immigrated u.s.a. on jan. 3, 2010. have permanent resident alien status now. however, can not find job @ boston, ma, right now. so, friend went china work on there, wants know how file tax return u.s.a. can use china's income filing tax return? wants work @ china , keep permanent resident alien status @ u.s.a. @ same time.
