Do 2002 Subaru Wrx's have a problem with low end torque?

i'm looking buy '02 subaru wrx, , test drove 1 today first time, , noticed under 3000 rpm's, seemed pretty gutless. wasn't until 4000 rpms had real balls. know car have turbo lag, shouldn't have been bad. car struggling in fourth gear @ 40 mph. own 2.5 rs of same year, , car has loads of low down torque pretty 2000 rpms. dad said may have been worn turbo in car tested want make sure. have experience?
