Can I anchor a motorboat swimmable distance from shore and just leave it there for a while? Is that legal?

considering buying motorboat because have long commute , noticed there navigable connected bodies of water way there (rivers, lakes, , puget sound). thought great way avoid slow traffic while getting enjoy better scenery @ same time. before buy want first make sure idea work.

i've seen plenty of docks , such boats tied them. assume owners of these boats paying keep them there , expensive. legal, acceptable, , safe, anchor boat offshore (without tying dock)?

also, there speed limit boats? know there when boating near congested areas, out in middle of large bodies of water, lake washington , puget sound? matter, possible boats go high speeds? can travel fast cars?

in washington state, , major relevant bodies of water lake washington, lake union, , puget sound.
