Can a ham radio communicate with aircraft?

i'm getting technician class soon, want know if can buy radio able talk aircraft, police, cb, etc. don't care if legal or not, wondering. (and perferably in handheld)
know there radios yaesu vx-8r cover needed frequencies, there blocks on them stop talking aircraft?
