Is wing chun considered a deadly martial art?

seeing isn't based sport, considered 1 of more vicious arts due not being confined rules. being said i've seen & heard of alot of unrealistic approaches combat wing chun practicioners do, art relies on teachers own experience teach proper combat.
have recognise 90% of martial arts built survival relied on downing opponents fast & viciously, on years of arts may have lost such moves in general population teaching still there being taught & still part of xs art.
eg art silat in holland has sports version goes against styles of silat & barely resembles it, alot of moves dropped sports version

is wing chun deadly fighting art...if not deadly , effective arts ?
