What would make a 92 pontiac f-bird 3.1cooling fan not come on.I have changed both sensors and water pump Help?

92 pontiac firebird 3.1 v6 runs hot! cooling fan not come on. have changed 2 sensors should opperate fan, thermostat , installed new water pump. needed bit car still run way past 220 , cooling fan not come on @ all. please , appreciated. thank you.
